JOB DESCRIPTION

Global Dynamic Consulting (GDC) is seeking a motivated, customer-oriented Capture Manager to contribute to our growing portfolio of contracts with the US Federal civilian agencies. We are looking for someone who has capture experience, as well as familiarity with business development (BD) and proposal development, to lead complex and high priority business opportunities. You will partner with Client Account Leaders and other growth-focused team members to assess and qualify opportunities, identify the resources needed to pursue, meet with clients, build relationships with key partners and develop winning bid strategies (including pricing, teaming and staffing strategies). You are responsible for the full lifecycle capture management from opportunity assessment through providing strategic insights during the proposal execution. at the Centers for Disease Control and Prevention (CDC).

This individual will be well versed in Center for Disease Control and Prevention policy, procedures, customer strategy, and purchasing practices. The ideal candidate will have experience working with Federal Government Agencies and have capabilities in Capture Management, Business Development, and/or Proposals., specifically within the Federal Civilian Agency base, predominately within the medical and biomedical fields.

**Atlanta area is preferred, but open to remote for the right candidate!**

RESPONSIBILITIES:

  • Qualify opportunities based on company criteria and priorities
  • Perform gate reviews or bid/no bid decisions per company process guidelines
  • Coordinate and drive all phases of capture activities and strategy execution
  • Partner with Account Managers to develop a plan to meet with customer stakeholders, understand their business needs, and position us as the preferred contractor
  • Lead development of win strategy including win themes, competitive assessment, and pricing strategy discussion
  • Prepare/maintain strategic capture plans
  • Communicate overall capture progress to management
  • Lead responses to Requests for Information
  • Provide competitor analysis, gap analysis, and teaming advice
  • Help negotiate with partnership teams and prepare input for NDAs and TAs (working with Contracts)
  • Prepare and deliver updates to senior leadership at specified milestones in the capture process
  • Provide strategic guidance to the proposal development process including alignment in strategy, themes, solutions, staffing, and pricing
  • Ensure the capture team's strategy, themes, solution, and discriminators are reflected in the proposal

QUALIFICATIONS:

Required Skills and Experience:

  • BA/BS degree (or equivalent experience) and 8+ years of experience
  • Experience supporting federal government agencies in either project management and/or capture management capacities required
  • Experience with business development activities for federal government contracts
  • Experience with managing multiple projects, including adjusting to shifting priorities and solving problems quickly
  • Strong technical background including experience in a similar mission critical technical environment with a significant number of direct staff
  • Proposal development experience

 

Desired Skills and Experience:

  • 5+ years of experience in business development or capture, ideally for professional services contracts in the Civilian Federal market
  • 3+ Years supporting CDC, HHS, and/or NIH
  • Strong understanding of the federal procurement process
  • Demonstrated success in qualifying and nurturing new or ongoing business opportunities
  • Demonstrated record of successful capture, proposal strategy, and execution
  • Strong communication and inter-personal skills including verbal and presentation skills to individuals and groups, internally and externally
  • Strong writing skills to include development of content incorporating key win themes in a clear and concise manner
  • Superior proficiency with Microsoft Office tools (e.g., Word, PowerPoint, Excel, Teams, etc.)
